There has been a great deal of interest and speculation in regards to Shaquille O’Neal’s participation with the Sandy Carpenter for Sheriff Campaign in Lake County, Florida. Over the last nine months, Shaq has been seen at numerous campaign events with the Lake County resident and Orange County Sheriff’s Department Captain, Sandy Carpenter who is seeking the Republican nomination for Sheriff on August 14, 2012.  Supporters of the current Sheriff, Gary Borders, have quietly been trying to make Shaq an issue in the campaign by decrying his celebrity and link to Lake County.

Last week, The Right Side of the Lake reached out to the Sandy Carpenter for Sheriff Campaign to see if we could ask Shaq some tough questions about his role in the campaign and possible Sheriff Carpenter administration.  We are pleased to report that Shaq agreed to answer our tough questions; and, in his style, he minces very few words.

Q:  Over the last six months, you have made many trips to Lake County in support of Sandy Carpenter for Lake County Sheriff.  How do you know Sandy Carpenter?

Shaq:  We met 20 years ago when I played for the Orlando Magic. A teammate had given me an Akita that needed obedience training and Sandy spent much of his career supervising the Orange County Sheriff’s Department canine unit. Over the years, we became close friends and Sandy introduced me to a career in law enforcement.

Q:  Is your support for Sandy Carpenter real or is it a publicity stunt?

Shaq:  I am busier and more overwhelmed today with requests and demands on my time than I was during my playing career. The last thing I have time for is publicity stunts.

Q:  Why do you think Sandy Carpenter should be elected Sheriff for Lake County?

Shaq:  During the last two decades I have had the opportunity to work for law enforcement agencies from Miami to Los Angeles. I’ve accompanied Sandy on street patrol many times and have seen him deal with people in all kinds of challenging situations. Sandy possesses a rare combination of command presence, instinctive leadership skills and a passion for helping people.

Q:  Sandy Carpenter has told various groups that if he is elected that you agreed to become a special Lake County Sheriff’s deputy for a salary of $1 per year.  What are your qualifications and experience for being a Lake County Sheriff’s deputy?

Shaq:  I have served in various capacities for law enforcement agencies while playing professional basketball in Orlando, Los Angeles, Miami, Phoenix, Cleveland and Boston. This includes becoming a sworn peace officer, working as a detective to investigate Internet crimes against children, volunteering to raise money for police programs benefitting inner-city youths and attending police training academies.

Q:  What can Deputy Shaquille O’Neal offer to the Lake County Sheriff’s department and the citizens of Lake County?

Shaq:  I will bring the same level of commitment and dedication to serving the people of Lake County that I did as a law enforcement officer in communities across this great nation. Because of the way I was raised, I know how to deal effectively with kids who are fighting to stay out of trouble and stay in school. These are things that are important to me because I know they enhance a child’s ability to lead a productive life.

Q:  How do you answer critics from Sandy Carpenter’s opponents who say you are an outsider?

Shaq:  I don’t respond to ignorance. I own a business in Lake County. I built a home for my mother to reside in Lake County. I have participated in fundraising events to help the underprivileged and less fortunate in Lake County. The people of Lake County know my record of involvement in the community.

Q:  Through your Shaq-A-Claus program this Christmas, you saw firsthand the terrible effects of Lake County’s double digit unemployment rate on real families.  In your opinion, can a nationally recognized celebrity take a position in public service such as Deputy Sheriff and parlay it for the benefit of all in the community?

Shaq:  During the past 20 years, I have pursued positions in law enforcement for one reason and one reason only—to help people in need. If I accept a position in public service in Lake County, I will use my unique powers to continue working with youths. They don’t call me the real Superman for nothin’.

Q:  You have the means and opportunity to really do anything in the world you want, but yet you seem to have this calling to serve the public in law enforcement- why?

Shaq:  I was raised in a family that regarded law enforcement and the military as a special calling. I’ve learned from watching Sandy and his family over the years become deeply involved in rescue missions and help for the homeless that law enforcement is about much more than making an arrest. It is an honor for me to wear a uniform and a badge to serve people.

Q:  Many people say you are a very serious man, and in the first week of May you will be receiving your doctorate in leadership and education from Barry University in Miami.  In your view, what makes a person a great leader?

Shaq:  A great leader is someone who inspires others to do the right thing.

Q:  Do you think Sandy Carpenter has the leadership skills to effectively operate the Lake County Sheriff’s Department?

Shaq:  Answered above.

Based on the answers we received from Shaquille O’Neal, we believe that he is sincere in his support of Sandy Carpenter for Sheriff and he is serious about serving the citizens of Lake County as a Deputy Sheriff.  Whatever your opinion of Shaquille O’Neal maybe, it appears he has chosen to use his celebrity for good, which is very refreshing in these days.  If Carpenter is elected in August, don’t be surprised to see Deputy Shaquille O’Neal patrolling Lake County streets.

In Tuesday’s Right Side of the Lake, we promised to detail the conspiracy between North Lake Hospital District Board Member Marilyn Bainter and Florida State Representative Larry Metz.  They are conspiring to destroy the district that funds healthcare for the poor and indigent of Lake County.  We will show, in Marilyn Bainter’s own words, how she and Metz have orchestrated an attack on Lake County’s hospitals.  If they are successful, they will deprive people truly in need of healthcare, reduce the quality of healthcare in our County, slash jobs in the medical field, and possibly lead to the selling or downsizing of Lake County’s hospital system.  Never before have two people put so much effort into hurting so many people.

Here is a brief recap.  The district assesses a 1-mil ad valorem tax for poor and indigent healthcare in Lake County.  This equates to literally pennies a day for most homeowners, but for the local cash-strapped hospitals, it is worth $11 million.  This tax has been around for forty years and the amount collected does not come anywhere close to the real cost hospitals are paying for indigent care.  This cost has increased dramatically due to more people being unemployed and without insurance.  Like hospitals across the nation, Lake County’s hospitals are suffering tremendously as they deal with reduced funding and increased indigent care.

During the last legislative session, Rep. Metz successfully enlisted the help of Governor Rick Scott to aid in the mission to destroy the hospital district and weaken the hospitals.  Bear in mind that Governor Scott made his millions taking over hospitals like Leesburg Regional Medical Center and Florida Waterman Hospital.  Through their efforts, they passed a bill to dismantle the current district.  The measure is up for a vote in 2016, as even those who supported the bill said time was needed to prevent financial shock to Lake County’s healthcare system—don’t forget we are in an economic recession/depression.  However, the hospital district could actually be defunded now, even before the citizens get a chance to vote, as it gives the district’s board members the immediate authority to eliminate the funding

That victory is not good enough for Marilyn Bainter.  She wants to speed up the process, so she filed another lawsuit similar to the one she filed in 2010.  The first lawsuit cost the hospitals and district board upwards to $600,000, and it was money squandered during a time when it was sorely needed for healthcare.  We think another part of her motivation, other than trying to stay in the news, is her desire to get her attorney’s fees reimbursed.

To prove that Representative Larry Metz and Board Member Marilyn Bainter have conspired to take down Lake County’s hospitals, we will present Bainter’s own words, which were obtained through a Florida Sunshine law public records request.  After reading what they said, we feel you will agree with us—this was an orchestrated attempt by Metz, Bainter, and some mystery group.  Folks, its time for sunshine— time to find out who all the players on the other side are.

The following is a summary of what was said in contacts between Rep. Larry Metz and Marilyn Bainter, as documented by Bainter.

Bainter -I served as a volunteer on his campaign in 2010.”

Our response:  This is why our group contends this is political payback for Bainter and her group.  In the private sector, such quid-pro-quo buying of a house bill would be subjected to an ethics violation, especially given her personal lawsuit against the district.

Bainter –On 1-19-2010 I met Lance, Rep. Metz aide, to provide material from the district lawsuit to copy.”

Our Response:  Larry Metz was not elected to House District 25 until November 2, 2010 and according to Bainter’s own words, she met with him some 10 months earlier to provide material about her lawsuit.  He has been fully involved in the lawsuit from the beginning—he probably should have joined her in the suit.

Bainter –I attended a fundraiser for Rep. Metz, as a campaign volunteer on 9-29-2011.”

Our Response:  Seven months ago, Bainter freely admits helping Metz financially and on the website “Project Vote Smart”, Marilyn Bainter is listed as a Top Contributor with a donation of $550.  Follow the money and you will find the truth.

Bainter – “I attended a group (10 to 12 persons) session in Rep. Metz office on 10-25-2011 to receive briefing on his health care bill.”

Our Response:  Okay, that was six months ago—who are the 10-12 people?  It is time to publically name the people who are a part of this mysterious group that is trying to shut down Lake County’s hospital system.

Bainter:  “I have provided 3 copies of emails sent to Rep. Metz that I never received an answer to, nor expected to in two cases.” 

Our Response:  This gets very dicey for Bainter because we have uncovered discrepancies in email communications between Metz and Bainter.  We plan to expose this later.

The following are two emails provided to us by Bainter-

September 2, 2011 email from Bainter to Metz – “Here it is, Friday the 2nd of September, with a meeting coming up on Wednesday the 7th, and we have no agenda or minutes.  What do you think is going on in this taxing agency?  (Bainter attached a memo for District Board Members)

October 31, 2011 email from Bainter to Metz –Can you believe this?”  (Bainter attaches an email and document that details refinements to current legislation from North Lake Hospital District Board Chairman Carpenter)

Our Response:  These emails demonstrate that Metz and Bainter were in cahoots to undermine the North Lake Hospital District.  Her passing a draft proposal to Metz on refinements on the legislation is not only betraying her board members but is a sinister effort to give Metz an unfair advantage.

The Citizens for Better Government, LLC has obtained other documents that suggest that Marilyn Bainter may have abused her position on the North Lake Hospital District Board to enhance her ability to win her lawsuit.  We have documents that show Bainter, as a member of the District, contacted state agencies directly to obtain information.  Usually all document requests by a board such as the North Lake Hospital District Board would come through its Chairman.  It appears that Bainter circumvented the District’s Board members in conjunction with Larry Metz.

During the legislative session, Rep. Larry Metz tried to pass a bill to shield legislators from the sunshine laws of Florida.  We have evidence that suggests Rep. Metz did not completely comply with our group’s sunshine law document request.  Next week, we will show how we believe Metz is trying to “shield” his involvement in the hospital district.

Here is the bottom line.  If a business person influenced a Florida legislator to gain personal benefit to the extent that Bainter has done with Metz, there would probably be serious ethical investigations of both parties.  Bainter is mixing her full support of Larry Metz with her own lawsuit crusade against the hospitals, while serving and circumventing the very board that governs the funding of the North Lake Hospital District.  If that isn’t a conflict of interest then someone better redefine the term.  The  District Board should investigate Marilyn Bainter’s actions to determine if any laws were violated.

In both Bainter and Metz’s zeal to destroy the healthcare industry in Lake County, they have taken a treacherous path of ethics, which stinks of political corruption.  Just to think, all of this effort by them to stop a poor person from getting basic medical care in Lake County—why?

On March 29, 2012, North Lake Hospital District member, Marilyn Bainter, and her husband, Stan, filed a lawsuit against the new law recently passed by the Florida legislature mandating a November 2016 citizen referendum vote to determine if the North Lake Hospital Taxing District could continue to assess a 1 mil ad valorem tax to pay for indigent hospital care in Lake County.  In 2010, Bainter and her husband filed a similar lawsuit against the hospital taxing district, which was legally unsuccessful, as Judge G. Richard Singletary ruled that the hospital tax was constitutional.  The hospital and district representatives have indicated that the Bainters’ first lawsuit cost more than $500,000 to defend-money that is sorely needed by local hospitals for soaring indigent care needs.

In their new lawsuit, the Bainters contend they are being injured by an unconstitutional tax, which is allowed to stand until the November 2016 election.  They seek immediate relief to stop the North Lake Hospital District and the funding for indigent care provided by Leesburg Regional Medical Center, Florida Hospital Waterman and LifeStream Behavioral Center.  The Bainters also seek to strike down the new law’s limit to only allowing indigent care payments to the hospital.  Most importantly, in their lawsuit, the Bainters are asking Lake County taxpayers to pay them for filing the lawsuit. Yes, Marilyn and Stan Bainter filed a frivolous lawsuit and they want you to pay them and their lawyers for doing so.

Larry Metz a Political Clown

For the last year-and-a-half, Representative Larry Metz has pushed for the takeover and elimination of the North Lake Hospital District to appease his political friend, campaigner, and fundraiser-Marilyn Bainter.  In the last legislative session, Representative Metz jammed through new legislation (with the help of Governor Rick “Mr. Hospital Takeover” Scott), which dismantles the current North Lake Hospital Taxing District.  The new law gives the North Lake Hospital Taxing District members immediate authority to eliminate the funding and it requires a citizens’ vote for 2016.  Metz and Bainter won-they took a huge step in eliminating healthcare funding for the poor and indigent in Lake County.

After many laughable bill introductions, Representative Metz finally has a legislative victory to tout with his anti-hospital political friends; and, now, his partner in this crime against the poor has filed a lawsuit against Metz’s anti-hospital bill.  After all of the begging, political spit swapping and backstabbing Metz did to get his premier piece of legislation passed, Bainter filed a lawsuit against it because it is not good enough.  On top of that, Bainter wants the taxpayers to pay her the money back for filing the lawsuit.  Send in the Clowns, because Lake County has a new political clown-Representative Larry Metz.  Does he know how really ridiculous and callous this makes him look?

Short of euthanizing the poor, what does Bainter want?

The main selling point to the Lake County Legislative Delegation was it would settle the lawsuit against the North Lake Hospital District because Metz basically gave the Bainters everything they wanted.  However, something probably occurred to Mrs. Bainter-the only way she could stop funding immediately for children, the poor and elderly was to win at the ballot box.  Her track record hasn’t been too good at that.  Plus, don’t forget, she wants the taxpayers to pay her back for filing this frivolous lawsuit.  It’s all about the money.

Metz in Cahoots with Bainter

Through a public records request, Citizens for Better Government, L.L.C. uncovered damning evidence that Representative Metz and NLHTD Board Member Marilyn Bainter have conspired all along on the lawsuit and new legislation.  The documents show a close relationship between the two, and it appears to us that Representative Metz must take responsibility for costing the hospitals, the hospital district, and Lake County taxpayers hundreds of thousands of dollars.

Additionally, we have uncovered inconsistencies in our public records search, which indicate that Representative Metz tried to shield his activities with Bainter from Florida’s Sunshine Law.  It appears to us that Metz has abused his office to gain a political victory at any cost.

The moral high ground Metz tries to portray to voters is just a façade of a politician who is beholding to his anti-hospital group that has bought and paid for him.  What he has done in the back channels on this lawsuit and bill demonstrates to us an unethical behavior that would probably be punishable by law if it involved a company from the private sector receiving such preferential treatment.

In Thursday’s The Right Side of the Lake, we will begin to share the questionable behavior and conspiracy between Bainter and Representative Metz in trying to stop funding for the North Lake Hospital District.  We will detail in Marilyn Bainter’s own words how they conspired on the lawsuit and legislation.  You will begin to see how these two people are systematically trying to destroy Lake County’s hospital systems.

Last week, Citizens for Better Government, L.L.C. hosted an online forum for the two announced candidates running for Lake County Sheriff.  This week, each candidate will present their unedited closing statement, which they can use to refute remarks made by other candidates during the online forum or make their case for being elected.  Their closing statements have remained confidential, so not to give one candidate an advantage over another.  Today’s newsletter is devoted to the closing statement of Captain Sandy Carpenter.

First I would like to thank The Right Side of the Lake and Citizens for Better Government for the opportunity to participate in this online forum. I would hope that most people take the opportunity to read through this forum and carefully consider where Lake County has been over the past few years with appointed and elected Sheriff’s. I’m doing this because I have a passion to serve others.

I have the satisfaction of knowing that I am currently doing something with my life that God put me here to do. If it is meant for me to be the Sheriff of Lake County, God will open that door and I will be in that position for many years to come. If it is not to be, then I know that God has other plans for my life. I have been lucky in my lifetime to face few losses other than losing my father when I was young and my brother who was a deputy and only lived to be 53 years old.

I am encouraged by the great folks I have met during this campaign. We have been blessed to feed over 500 children during the Christmas holidays and have helped many other families in their time of need. I think most people expect me to take this opportunity to throw dirt towards my opponent. That’s not me. I pride myself on being a good person and try to live by the rule of live and let live. I focus on living a positive lifestyle and trying to help as many people as I can during my lifetime. I married someone who shares that philosophy and has been taking care of Orlando’s homeless since the day I met her.

I am running for Sheriff because it fits my philosophy of living to help others. I won’t be retiring and moving away. I’ve invested in Lake County by purchasing land for my children so they can raise their children and our grandchildren in Lake County. I have built several homes in Lake County during my lifetime and have contributed over $45,000 of my families own money to move the historic Kearn house in South Lake County. I don’t just talk about being committed to the community; I am committed to the community. These events occurred when I was not running or considering running for public office. I’ve had a stake in Lake County most of my adult life.

As your Sheriff, I will not spend tax dollars on billboards, signage or trinkets to hand out at events that are emblazoned with my name all over them so you will remember who I am. If that billboard or other item doesn’t somehow equal personal security for you or your family, you won’t see it. You won’t see my name written all over patrol cars, every taxpayer owned facility in town, or taxpayer purchased items for community affairs. Your money will be spent directly on items and programs that provide a safer community for all of us to live in. Your money will be spent on employees who serve the community proudly. From the communications dispatcher to the corrections employees to the deputy on the street, your money will go to support the law enforcement personnel and programs that you pay for and deserve.

So please remember this August, you have an opportunity to elect a Sheriff that wants to serve you for the next 12 years of his life, someone who has a stake in this community with you.  I’ve dedicated my life to serving others. Remember my commitment and promises to each and every taxpayer in Lake County.

  1.    I will not purchase any vehicle that exceeds state bid unless it is used for surveillance or narcotics operations.
  2.    I will purchase as many items from local vendors as financially possible.  Keeping Lake County money in Lake County.
  3.   There will be a bidding process if you wish to serve the citizens of Lake County. There will be no special favors for someone who gave to my campaign.
  4.   I will not plaster my name all over every vehicle and building that belongs to you, the taxpayer. It is your property, not mine.
  5.  I will not allow my staff to operate any vehicle that does not fit their job description.
  6.  I will drive a marked vehicle like the ones driven by our deputies, so you will know where your Sheriff is in the community.
  7.  I will treat each and every employee of the Lake County Sheriff’s office as if they were a member of my family. In return, if you are a victim, I will insist that they treat you like you are a member of their family.
  8. When the community suffers a great loss, your Sheriff will be one of the first ones there and one of the last ones to leave.

Please join me in making Lake County the best it can be for our future.  I am asking for your vote on August 14, 2012, Sandy Carpenter, Republican for Sheriff of Lake County.

Dear Lake County Citizens,

I want to thank you for allowing me to serve as your Sheriff. I am honored to work for you and I take the responsibility of keeping you safe very seriously. I am also honored to represent over 700 of the finest men and women that anyone could hope for. These dedicated men and women do a tremendous job to insure that you and your loved ones are protected.

From the time I took office, I let it be known that this is YOUR Sheriff’s Office, and that I was fully committed to improving the quality of life in this county so that people will want to live, work, and visit here.  As evidence of my ability to fulfill such a commitment, I would like to point to just a few of our greatest accomplishments achieved thus far during my tenure as sheriff:   

  • We created and implemented a Street Crimes Unit, which has been very successful at targeting hot spots and problematic areas to reduce crime county-wide.  
  • The agency obtained its first-ever law enforcement accreditation from the Commission for Florida Law Enforcement Accreditation in 2007, and passed its first reaccreditation in 2010. 
  • The agency maintained its corrections accreditation through the Florida Corrections Accreditation Commission by successfully passing three-year reaccreditations in 2009 and again in February of this year.
  • We created and implemented the agency’s first-ever Cyber Crimes Unit to aggressively seek out and apprehend those predators searching for sexual activity with children over the internet.  For example, this unit conducted a highly-successful sting operation in the summer of 2011 during which 32 sex predators were apprehended in five days.
  • Our vice unit gained state-wide attention when it led the state in 2010 in the number of meth labs that were located and dismantled.  The unit continues to aggressively and proactively seek out and dismantle these highly-combustible labs in our community as they pose a very significant threat to our citizens. 

Also, our agency conducted the largest drug warrants sweep in Lake County history in late 2011 when 111 dangerous drug dealers were taken off our streets following a year-long investigation to identify and locate those responsible for littering our communities with illegal drugs. 

In addition, we have taken an aggressive and proactive stance against the prescription pill epidemic by arresting those who distribute them on our streets.  We have also partnered with the Safe Climate Coalition of Lake County to collect unused medications in our lobbies through the organization’s prescription lock box program.

  • We opened a new district office in South Lake County to better serve the citizens in that area.
  • Our grants coordinator has obtained approximately $2.25 million in grant funding since 2007.
  • We increased our Crime Watch program to a record number of citizens (approximately 650) in an effort to reduce crime county-wide.
  • We have partnered with the County Commissioners and established a liaison to promote ongoing communications so that we can work closely together during the budgetary process. 

As one can see, we have accomplished a great deal together and are very in tune to the needs of this community. Such accomplishments were made possible through a strong partnership with the community we serve and by relying upon caring and concerned citizens to help us in this endeavor by getting involved.   

Managing a law enforcement agency with over 700 employees is no easy task, especially during a dismal economy.  We have faced budget cuts that are not unique to Lake County and as we look forward, more tough economic times are looming on the horizon and additional cuts will have to be made.  With my experience and proven leadership abilities, as evidenced by the accomplishments outlined above, we have what it takes to successfully get through these lean times and continue delivering quality law enforcement services to our citizens.  As a matter of fact, we recently cut $3.5 million off the current year’s budget and did so without sacrificing those services.  

We must also consider the role that public safety plays in improving our economy.  It is my belief that in order to improve the local economy, we must strengthen our tax base by attracting new residents and business owners.  This can only be accomplished when people feel confident that public safety is a priority in Lake County.  Public safety and the safety of all law enforcement officers are both, without a doubt, at the very top on my list of priorities.        

As your sheriff, it is my desire to continue working with you and leading the dedicated men and women of this agency to provide the level of law enforcement services you have grown accustomed to.  By working together as we have in the past, we can continue to enjoy the quality of life Lake County has to offer.      

Again, this is your Sheriff’s Office and I have been extremely honored to serve you for the last 23 years.  Lake County is a beautiful and safe place to live, work, and visit and you have my continued, unwavering commitment to keeping it that way!
