Is Sean Parks a Fiscal Conservative?

During last week’s meeting of the Lake County Board of County Commissioners, Commissioners Sean Parks and Jennifer Hill voted against a resolution which would ask Sheriff Gary Borders for an additional $1.5 million in budget cuts.  Sheriff Borders has already proposed a budget cut of $3 million dollars, of which $2 million are the result of the state’s reform to the employee retirement program.  Facing a possible $16 million shortfall in the county budget, most fiscal conservatives believe Sheriff Borders can do a lot more to balance his budget, considering the massive growth of his budget over the last decade.  The resolution passed on a 3-2 vote.

It appears Sheriff Borders has a tin political ear when it comes to the issue of his budget, and he doesn’t realize the angst the majority of the public is feeling toward government spending and bloated budgets.  The electorate is in a nasty mood when it comes to government spending, and many others in the law enforcement community throughout the county have privately questioned why the Sheriff’s office hasn’t faced the same budget restraints as many of the local city police departments.  Sheriff Borders will have to fend off a political challenge to his job in the next election from a candidate who will tell voters he or she can provide equal or better protection for a lot less cost.

Many who supported Commissioner Parks in the last election are starting to question his seriousness as a fiscal conservative.  Commissioner Parks voted earlier to support the construction of a nearly $10 million Emergency Operations Center, which many believe is a grand waste of money.  In addition, in this face-to-face budget confrontation with Sheriff Borders on his budget, some believe Parks blinked.  On two of the largest funding issues Commissioner Parks has faced since entering office in November, he has disappointed his fiscally conservative supporters.

We contacted Commissioner Parks to ask him about his opinion on budgets and fiscal policy.  Here are our questions to him and his responses to us.

At what point do you have the experience to look at a budget without claiming to be too new to question?

“I have the experience right now to look at our County’s budget.  I don’t have the experience to look at the Sheriff’s budget in great detail and this is what I indicated on Tuesday.  No commissioner does.  Furthermore, not one of us has a copy of his budget.  This goes to my point.  Every year since when, it’s the “same old same old”.  Go bang on the Sheriff, he says no or there is some minimal, awkward negotiation that plays out over a BCC meeting.

“I ran on the “status quo has got to go” mentality.  I understand we need results, but we have to change the process to get better results.”

With Lake County government dipping into reserves last year and potentially dipping again this year for millions of dollars, how do you justify your stance of not requiring the Sheriff to make real cuts to his budget?

“I perceive the Sheriff to be making real cuts this year.  He is making an approximate six percent cut (no cuts were made over the last several years).  However, I am more interested in the budget process with him so that even more cuts can be made over the next two years to get ourselves stabilized.”

With this vote, are you telling the voters you would support a tax increase over cutting the Sheriff’s budget?

“No.  I despise tax increases.  That is why the process which gets us better future budget results is very important.  Remember my voting record on tax increases while I served on the LCWA?  I voted to reduce millage, even beyond roll back some years.”

How does this vote make you a fiscal conservative?

“Tuesday was tough.  I respect the arguments made on both sides of the issue that were born from genuine concern and not political expediency.  I have great respect for Leslie and believe she truly understood the point I was trying to make.  I see her side as well – honestly.”

“That being said,   I believe the definition of fiscal conservatism includes pro-capitalism, minimal taxes, efficient use of tax dollars, and a focus on the basic role of government – public safety and infrastructure.  It means improving the efficiency of delivering services by finding innovative ways to do more with less. It means cutting taxes when possible.   I am interested in working with the Sheriff to find ways to do more with less.  One of the reasons I voted to hire Darren Gray was because he is developing a 1, 3 and 5 year budget model.  The preliminary calculations showing the 3 and 5 year time frame – those were made for each Commissioner at my request. I am fully aware of the problem we face and deeply concerned.  It keeps me up at night.”

“I think both Leslie and I came at this from a fiscal conservative perspective.  My approach is just different.  The Sheriff is an elected official and has just as much role in this, if not more, than we do.  We need him working with us in a process that will ensure real changes are made, not just to achieve an additional 1.5 million more this year.  Why wasn’t this issue of process addressed in the past?   Yes, the BCC approves a budget number from the Sheriff.  But perhaps we drew the line in the sand a little early without having the process play out some more. Perhaps I traded 1.5 million dollars for assurance that in the next few years, process will dictate even greater results.”

“I think there is strong evidence based on many of my most recent decisions that I am indeed fiscally conservative.  Look at my leadership on the operational and efficiency audits – this started with me and my zero-based approach.  I opposed the 211 funding and the roundabouts.  Look at what I hope to accomplish with the CFAC.”

On the issue of the proposed Emergency Operations Center, Commissioner Parks defends his previous vote for the project by noting the project’s budget has gone from $14 million down to $8.2 million; $4.5 million of the construction money is from state and federal grants, with $3.7 million from the penny sales tax, while none comes from general funds, bonds, or reserves.  Finally, the county will save money, reduce staff, and add services because of the new facility.

However, like so many things in government, the Emergency Operations Center will probably never come out as projected.  The $3.7 million is still tax money from Lake County citizens, and if government tells you a deal that is too good to be true – it probably is.  How well is all the hope, change and promises Obama made during the last campaign working out for most people now?  Many believe there is no actual need for an Emergency Operations Center because of Lake County’s location away from the coast, and the ability to harden existing county owned buildings.  True fiscal conservatives do not spend money unless there is a need and conservatives understand tax money and grant money is still the people’s money – it’s not free money.

When Commissioner Parks was elected in November, our group said that we don’t expect to agree with him on every issue, but at least he will listen to others.  His responses show a well thought out position, and someone who is willing to engage on issues.  With that being said, this is one of the issues we don’t agree with Commissioner Parks on; but, unlike his predecessor, he is willing to have a mature dialog on the issues without castigating those with a differing point of view.  Commissioner Parks has asked us to share his website www.seanslake.com if you would like to review his positions more fully.

Citizens for Better Government, L.L.C. is not anti-Sheriff Borders or his department, as they have served the county well.  However, as a close supporter of Sheriff Borders told us Friday, “He is out of touch on the public and his budget.”  The people are tuned into government spending, like no other time, and they are in a very nasty mood about those who are unwilling to sacrifice like they’ve had to sacrifice over the last three years.

Both Commissioner Parks and Sheriff Borders need to retake the pulse of their constituents on fiscal matters, because they are reading the tea leaves incorrectly.  Sheriff Borders is opening himself up to a huge challenge from a competent candidate in the next election, who will say they can do more with less.

  1. I might not be to smart but I can read and understand some things. Would somebody please let us know if all this about our sheriff and the boys ranch crimes he covered up all them years is true or not. If this is true how can this man be the sheriff? He should have been in his own jail a long time ago! Besides that what has he done with the boys that was victims of these rapes? Who is standing up for these boys? Everybody is too busy worrying about Caylee and she’s in heaven. I wonder if these boys are still suffering in hell from these same people.

    Is anybody asking him any questions about all this stuff? I just googled him and the Green Isle Ranch and the internet if full of articles about this going back for years.

  3. Hey Scottie, don’t you remember Gary telling you to stop blogging and fueling the fire! Besides you have other things to worry about. Speaking of age your getting to old for Gary, he likes them young just ask around to some of his many other rejects we taxpayers are still rewarding for services rendered, they’ll tell you. Some are in the courthouse! Some are woring in the jail and some have been released from the jail! And one is on the corner working in the Insurance/ Bail Bond office! He only goes to service the man in the daytime when some of his buddies get locked up and they want to know who ratted them out! Can you imagine the sheriff ratting out confidential informants to his old bail bond buddy? Now that’s connections! If this ever leads to a serious retaliation and causes harm or death to a “CI” its going to be the sheriff’s fault! Don’t worry we have names, dates, times and cell numbers of those requiring his services along with the CI names Borders provided in return! Real law men and soldiers don’t rat out their “sources” do they? Real lawmen don’t play with each other either do they? You are right about one thing, Borders could spend $100 million in extortion payments just trying to stop everyone from tell the truth about what ya’ll are doing around here! But then you kids wouldn’t have any play money and toys to play with!

    You are right when you say “Your definitely a heavy weight. You are serious opposition. And pretty rare.” While we have quite a large number in our group and it’s increasing daily, the group is not politically motivated as you would attempt to purport! the only opposition we represent is opposition to unethical and illegal activities of Gary Borders and other within his office! Again we are pretty rare because in todays society even congress don’t have the “nads” to stand up to what everyone knows is an illegal trespasser in the Whitehouse! We’ll worry about that later. We do not care who the Sheriff of Lake County is! We care what he or she does! Their personal life must be beyond reproach and their professional life should reflect that of a leader who deserves and receives the respect of all Lake County Sheriff’s office employee’s; other county employee’s ;adjoining county sheriff’s and agencies and certainly the people fo Lake County! This is not the case with Borders! He is the laughing stock of Law Enforcement throughout Central Florida!

    Just as with Obama in the Whitehouse, people with an average IQ know what he is and what he’s doing! The exact same goes for Gary Borders, averqage IQ folks are not as stupid as he and his benefactors would like to believe! The Lake Sheriff’s budget is very important to those of us who have to contribute to this waste but, the total lack of professional leadership and the silly games that are concocted by Borders and his gang to justify there lack of ethical organization is more than the public should be required to suffer! Gary Borders should do the right thing, right now! He should call Governor Rick Scott and submit his letter of resignation immediately! Lake County would be a safer place and the governor can appoint hopefully a decent, honorable, law abiding, educated and experienced law enforcement officer to fill his term! The joke is on the people of Lake County who have rurned their heads and all the while making jokes while the joker threw their hard earned money down the drain!!

Three comissioners come alive when thery realized Borders lies about the $2 million in pensions funds and used it for a budget cut and aredemanding real cuts! Just last week County Manager Darren Gray was caught trying to slip $75,000 to friends and family for a non-existing old folks center improvement! We still have July 26th to go! Someone had better keep their eyes open on this one! Who Deanie who done you will be struck and gone again and with even more money in hand!

    Conner Intervenes in Annual Landscape Architect Contract- Says Give Locals a Chance

    Commissioner Jimmy Conner took strong exception when he learned a staff member was renewing the annual Landscape Architect contract with an out of county firm without allowing Lake County companies to bid. Conner promptly discussed his concerns with County Manager, Darren Gray, who quickly overturned the staff member’s decision. The county will put the contract out for bid and now Lake County companies will be given the opportunity to do business with the county. Conner discussed the issue at the Commission meeting today and he applauds Gray’s swift action. Conner has fiercely supported doing business with qualified Lake County companies and this is just one more example of his pro-active approach to ensure Lake County companies are given a fair chance.

    Sheriff Borders appears before the BCC to defend his outrageous budget! A majority vote demands he cut a real $1.5 additional million! Jennifer Hill goes around the county offices and courthouse defending Borders outrageous budget! Sean Parks announces he’s not intelligent enough to address the sheriff’s budget! Major waste within this budget calls for cuts of 10% to possibly 20% due to unnecessary toys, gifts, raises, bonuses, illegal overtime for some employee’s, SUV’s and other expenses caused by extortion for unethical activities!

  5. I remember when you were going bezerk over on the Topix about all the truths being told over there and telling everyone to stop they were hurting people . So what is your problem? Sounds like we are providing too much substance to suit you! Are you too young to remember the old “sticks and stones can break my bones but words can never hurt me?” You might want to check with Lifestream your insurance will cover it along with any drugs you need!

    I don’t believe you will find any liberal kooks over here just sharing the facts of what’s going on inside the public establishments owned by Lake taxpayers at their expense both monetarily and literally! After all the USA still allows free speach until the likes of your boss and Obama can figure out how to outlaw it!

    Anyone who can stop new releases of 5 boys brutally raped at Green Isle and anyone who can cause bad news releases about SHAQ just because he’s threatening to run against Borders has obviously got some connections! But he don’t control the RSOL and the social media outlets which will soon be blasting with the insider truths of the carrying on within his agency! You See kid! These are the good times, the truth wars haven’t even got started yet!

    We rejects from the LCSO wouldn’t be rejects if not mostly for Peyton’s attempts to destroy Gary’s powerhouse so he can take over! You know best friends make better enemies once they’ve been screwed over!     Well guess what you no good person. Your not helping out anyone any better and you just want war no matter what happens. Heres the case. The Sheriff’s budgets makes sense and probably a few thousand instances every year when something great was done, had been swallowed alive by main stream news media who only report the stir-crazy gossip thats split so many tongues of Lake County’s Finest. Theres two sides to everything just like a coin. Good and Bad. We all know the difference.

    The Sheriff has the right idea. Crime is somewhat going down ever so slighty. And yes the budget does not reflect that and it shouldnt. Heres why. When crime begins to go down and hardcore groups of violent offenders begin to reorganize, run out of money, and start to offend again in order to obtain money, and alot more just to hurt people for no reason or stupid reasons. Just like the economy is taking dips so do crime waves. The wave is set, and soon it will begin to rise to a new crest. That needs to be prevented at all costs to further subjucate the truly bad people in our county. That further cements rule of law, even stupid laws, and give time for these classes of people to start new lives, and live in a soceity that will force that change to good people. So as the Sheriff is taking that road with this, hes not reaching for the stars. The Sheriffs office is run just like the military many men need to be broken on the streets and the head needs to be a commander. Many good people working are working on this of course and stars deserve hefty bonuses. He needs to take the direction just like in Iraq. A surge. He needs to ask for MORE MONEY not less. Over a $100,000,000. Its hard to do that but people just dont get it. Crime is a problem that noone can say they really want. After a surge happens and within a couple years, a truly incredible statistical sheet should be drawn up and showed to everyone. So then all the cost that would be needed would be just in the 30-40 million dollar area a year. Which is very possible in a few very short years. Then this blog wouldnt exist because there wont be problems with money. And anyone who would dare commit a violent act, would know they would be meet with a heavily trained force that they could never win against. Thats a great possiblity. And probablity never gonna happen. Pessimism works against what we need which is long-term thinking. Start right now this second to not be pessimistic about anything in your ENTIRE LIFE. It adds alot to you and it helps everyone in the world we ALL live-in. But yeah we need more money because real soldiers arent cheap. Why dont you donate something to the cause. You can talk shit thats for sure.

    To the sick SOB ranting about Young officers. Simply f-you. Man honestley guess what. A sworn in deputy has taken an oath to protect others. And if whoever was going to commit a pretty bad crime, where other people could get hurt, there instinct would be to save others. You think age has anything to do with that. Its called being on the side of good. You should be on that side but i think your slipping a little. Focus. It sounds like you have stress about aging and getting old. Happens to everyone. There could be a 20 year old man with no field experiece, but has the sense to save someone innocent because they have training and weapons, and knowledge when they first start.     Commissioner Parks comments on this Sheriff Budget ordeal are really something! Maybe he fooled a lot of people, but that’s not hard to do this day and time! He talked about his inexperience at looking at the Sheriff’s budget. He wasn’t here when the locally well connected convinced Governor Bush to take a jailer with a questionable lifestyle and absolutely no law enforcement experience of any kind and no budget experience other than the jail and put him in the Sheriff’s position. So you see Mr. Parks the sheriff doesn’t have the experience to look at his own budget either. Maybe this is the reason you guys on the commission haven’t seen it. Maybe it don’t exist. Maybe some of you people should look at the laws that govern sheriff’s budgets. You probably don’t even know they exist! You folks think the sheriff makes his own laws like he does everything else! If they will check out F.S 30.49 they will seen there hasn’t been a lawful sheriff’s budget request in Lake County for years. Your see it’s too much trouble for one thing and then Commission Chairman Cadwell once told a sheriff he wasn’t smart enought to undersand all those figures either, just give him the gross figure and he could work with that! So you see Mr Parks “Every year since “then”, it’s the “same old same old”. Go bang on the Sheriff!” You see if the sheriff would make a legally required lawful budget request you might could see where the waste,freebies, gifts, graf and kickbacks (better known as extortion) for people to keep their mouths shut is found! That’s why this budget is so out of control, we the taxpayers are paying for the extortion, yet every thing they do goes straight on the street and they are looking for the rats that are ratting them out! We can’t let that happen now can we?

    Sounds like Parks has taken his statement about banging the sheriff seriously and decided to take on this job himself! As they say, it’s a nasty job but somebody’s got to do it! He’ll find out about them wall banger’s alright! Parks to make your job easier you might want to pick up one of those career builder kits the guys use when they are taking the corporal, Sgt, Lt, and Major tests! Not much investment for a lot of return and you can get them at any builders supply store. Just a pair of kneepads and some handiwipes will do the trick!

  10. So now Sean has had himself annointed BCC laison to Sheriff Borders. They will be meeting monthly. Does this mean Sean will be a victim of those Harvey Wall Bangers on behalf of the public? He is a piece of work! Unlike the RSOL I’m having a problem with agreeing with anything he has done on the BCC. He is obviously bought and paid for from day one! At least Conner has sense enough to know right from wrong and try and save we taxpayers from politicians fiscal abuse! Parks is so dumb he did even know his job description!

    It looks like you’ve got three, maybe four idiots who blog here and think your “inexperience is showing”. Jimmy the great is most likely one of those – blogging anonimously. The others are disgruntled LCSO employees or County employees or hack conspiracy theorists who have yet to show a shred of evidence. They aren’t smart enough to follow your comments. After three cups of coffee, I still can’t figure out what they are saying other than they don’t like Borders and think McKee runs Lake County. Keep up the good work. And remember that those who are talking tough the loudest are probably the biggest cowards.

    As we debate the validity of budget cuts involving the 3% FRS contribution, we should keep in mind that these funds are tied up in litigation. If the State of Florida looses, it is the local governments that will pay. It is wise to place that money in reserve until the issue is settled. The 3% requirement was NOT used to shore up the FRS, it was used to balance the State budget. The interesting thing is that they directed that money in to local government’s general fund. It cushioned the budget cuts that alone would have created some real pain at the local level, state wide.

    In the long run, local government would be unwise to count on these funds. Once the litigation is resolved, the State of Florida is in a position to force local governments to direct any portion of that 3% to the FRS. It was a very slick way to pass along further budget cuts to local government while protecting the state budget. Political trickery at it’s best.

However if they chose to make an exception in this case by previewing this one you can hear the mention of modern methods of dealing with adversity while seeing the results of millions of tax dollars wasted ~ the politically correct mentality of todays political society. The US State department is fighting Muslim Extremists by trying to build relationships with them. The method of their madness is throwing milions and millions of our tax dollars to muslim extremists in Egypt and Syria to rebuld their Mosques. So this is the mentality of our young politicians like Sean Parks, the modern day approach is love the enemy and give them everything they want. While I am not comparing Mr. Parks to the well organized method of madness presently used by the Obama State Department in fighting Muslim Extremists it is certainly easy to see the adaption of this method to the approach Mr Parks has chosen regarding the sheriff budget. This in itself is why nothing ever gets fixed! Parks complained about the status quo and yet his solution the the problems at hand insures the continuing existance of the status quo with his added support!

  16. I believe Sean Parks remarks to the RSOL Administrator are technically insufficient to sustain Mr. Parks case that he is fiscally conservative! Mr. Parks has failed to bring about any constructive criticism or presented any solutions “to change the process to get better results.”
    regarding the “status quo has got to go” mentality he claims to have run on and has in fact crawled right in the sack with the biggest violators. Mr. Parks is a lame duck that just hasn’t quacked yet! He certainly can’t expect to fix any of the problems he claims to acknowledge by ignoring them!

Once again it has come time for the good, honest hard working people of Lake County to give you guys a “Hearty Thank You!” Thanks to you and your efforts we can feel the sprit on the streets and county offices beginning to change in a positive direction! Suddenly the people don’t feel so isolated in their repression! Once again hope has come to the hopeless! The people are not stupid. The people know this can not continue! The honest county employee’s know not only that eventually their jobs will be in jeopardy but their ability to continue to live in Lake County and pay the massive taxes and fees to support the continuing massive bond debts! Remember they have recently seen fellow employee’s jobs eroded their cost of insurance and other benefits rising and now they must contribute 3% of their salary to their state retirement! All this while not having any raises in the last 3-4 years! (All agencies accept the sheriff! He is still passing out 5%-10% raises recently!)

    You are certainly to be commended for the vast amount of true information you have made available to those with an IQ high enough to absorb it. We understand your abilities are somewhat limited to time constraints because we realize this is a part time effort on your behalf and fortunately at this time you still have a business to run! However, since we are coming up on the elections season next year, we respectfully request that you turn some of your attention to the life and times of Bob McKee, Tax Collector! As we all know very well Bob has been the behind the scenes power broker for all things Lake County now since around 2000. While he is sly as a fox, his fingerprints and DNA is all over every bond let by the LCSB ($562 Million) plus as well the BCC bonds let for capital improvement and the $36 million for endangered lands!

    Like those who include interesting statements in their remarks concerning Sheriff Borders; such as “everyone likes him”, many likewise make similar remarks about Bob McKee. They refer to him as “honorable” and “well liked” and such. One has to wonder if they are in fact running verbal interference for the real Bob McKee and the real Gary Borders!

    Over the last few years the real story of the life and times of Bob McKee has covered Lake County. Again the masses with the IQ to absorb has learned the truth about the history of this man, much of which transpired right here in Lake County in the last twenty years!

    As with Governor Scott’s website disclosing state employee salaries, contracts and all things state tax dollars are used to pay for called “the People Have a Right to Know.” The people have the right to know all there is to know about not only their elected officials but also the candidates for public office! There is no time like the present to bring out the truth! As you said about a viable candidate coming forward to challenge Borders, the people deserve a viable candidate to come forward and challenge Bob McKee and all these rest of the constitutional officers of Lake County! While it might not totally solve all the problems in Tavares it will go a long way to break this cycle of organized corruption that plagued Lake County for a decade or more!

  20. At what point do you have the experience to look at a budget without claiming to be too new to question?

    “I have the experience right now to look at our County’s budget. I don’t have the experience to look at the Sheriff’s budget in great detail and this is what I indicated on Tuesday. No commissioner does. Furthermore, not one of us has a copy of his budget. This goes to my point. Every year since when, it’s the “same old same old”. Go bang on the Sheriff, he says no or there is some minimal, awkward negotiation that plays out over a BCC meeting.
    “I ran on the “status quo has got to go” mentality. And you side with Jennifer Hill who is going around everywhere supporting no budget cuts for Sheriff Borders! Status Quo has really got to go huh? I understand we need results, but we have to change the process to get better results.” So stand up and change it! What the hell are you waiting for? The remarks about the lack of consensus from Cadwell and the inexperience showing from Conner, put you right back in the corner with the dunce cap on!

    Statement regarding Sean’s remarks: This is a poor excuse! If you were not qualified to run for County Commissioner you should not have held yourself up to be qualified! Business is business it makes no difference if you are selling 2 X 4’s or planting Daisy’s for a living! Count the revenue and count the expenses and don’t spend more then you take in in cash flow and don’t over extend on borrowing more than you can pay back! What’s so hard about that? How can you say; “I have the experience right now to look at our County’s budget” which includes the sheriff’s budget and a lot more and yet come back and say; “I don’t have the experience to look at the Sheriff’s budget in great detail!” In case you don’t have a job description setting the budgets and authorizing the number of employee’s for each constitutional office holder is part of your job! I hate to admit that Conner was right but he sure was, your inexperience is showing!

    What you are actually saying is you don’t have the “nads” to look into the sheriff’s expenses and see the obvious waste in $14,000. monthly cell phone bills for employee’s who have no need for cells phones, they are just a perk, outrageous overtime for selected employee’s especially those well connected to Borders old days in the jail. 10% raises to some employee’s in the last 90 days. One little darling was even rewarded a 10% raise for failing his sergeant’s test! Lawsuits brought on by silly games with inmates in the Lake County jail and failure to administer equal treatment of all employees’ in domestic relationships! A person can just go on and one and on, it never ends! The waste and mismanagement of the Lake County Sheriff’s department and the Lake County jail is easy for anyone to see! Your statement concerning this matter constitutes malfeasance plain and simple!

    With Lake County government dipping into reserves last year and potentially dipping again this year for millions of dollars, how do you justify your stance of not requiring the Sheriff to make real cuts to his budget?

    “I perceive the Sheriff to be making real cuts this year. He is making an approximate six percent cut (no cuts were made over the last several years). However, I am more interested in the budget process with him so that even more cuts can be made over the next two years to get ourselves stabilized.”

    Statement regarding Sean’s remarks: You perceive what? You admit you have not seen the sheriff’s budget! The 2010-11 Budget is: A total of [$62,567,216.] (Law Enf. Side is: $38,105,367. And the Jail side is: $24,461,849.) Approximately 80% of the total budget goes to salaries! So the approximate Sheriff budget dollars spent on salaries is: $50,053,773. X The 3% employee contribution all state agencies are no longer required to pay that is a savings for the Lake County Sheriff’s budget of: $1,501,613. ~ As you can see from the minutes of the October 26, 2010 meeting the last one before you took office I believe, in exchange for more money from the infrastructure sales tax (actual amount not disclosed as per usual) to pull off the COPS CAD Sheriff Borders agreed to give up $407,410. Dollars for more new vehicles each year for three years! ~ Simple non-bureaucratic math.

    APPROVED Tab 4. Request from acting County Manager Minkoff to authorize County Manager to sign documents related to $800,000. Federal grant to be used to purchase Sheriff’s CAD (computer aided dispatch) system; authorize a transfer of infrastructure sales tax to Sheriff’s Office for the purchase of a CAD system (actual dollar amount of transfer is not disclosed!) from Spillman Technologies (equipment and related software); approve associate budget transfer; approve agreement with Sheriff to reduce budgeted amounts for Sheriff’s Vehicles from $700,000. To $292,590. In fiscal years 2011, 2012, 2013. Fiscal impact: $1,222,230.

    Money no longer required by the state for agency retirement contributions = $1,501,613.
    Plus 2011-12 fiscal vehicle dollars Borders has already given up = $ 407,410.
    TOTAL OF BUDGET DOLLARS NO LONGER NEEDED——————– = $1,909,023.
    OK so the $407,410. Would be a budget cut if they BCC doesn’t fund vehicles straight from their general fund like they have done before! But the Florida Legislature passed a law requiring the employee’s to pay a direct contribution of 3% of their salary to the state! Gary Borders didn’t have one thing to do with that! In fact he supported Bill McCollum for Governor and not Rick Scott so he didn’t even have anything to do with the man that caused the legislature to address this issue!

    Talk is cheap! Borders originally announced he would cut his budget by $2,025,000. This included the above figures. You and Jimmy Conner immediately jumped up and kissed him and started bragging about how wonderful it was that he was making this sacrifice! Then people with brains and even the sheriff PIO John Herrell started telling everyone where the cuts really come from! The great sheriff that everyone loves had whipped a whole bunch of smoke and mirrors on everyone! That’s why the love him he has a PHD and he piles it higher and deeper!
    So he showed up on July 12th, 2011 and told you he would cut his total budget by $3 million. And Cadwell, Conner and Campione wanted an additional $1.5 million! Remember $4.5 million minus the $1,909. Smoke and mirrors already gone is really only $2,591,000. ~ Divide that by the real budget of ($62,567,216.) and if these three can pull this off; it’s still only 4%. So where did you get the statement; “He is making an approximate six percent cut!” I don’t know where you come from but here in Lake County if you take the present LCSO budget of $62,567,216. X 6% the answer should be: $3,754,032.96.

    Any way you want to figure it these amounts do not justify the waste and perks the sheriff has passed around to certain employee’s. As this article says a good candidate is gong to come forward and challenge this wasteful spender and the voters are looking for the best bang for their bucks in 2012 especially since forecasters say will be much deeper in the depression by then! Your statement concerning this matter constitutes malfeasance plain and simple!
    With this vote, are you telling the voters you would support a tax increase over cutting the Sheriff’s budget?

    “No. I despise tax increases. That is why the process which gets us better future budget results is very important. Remember my voting record on tax increases while I served on the LCWA? I voted to reduce millage, even beyond roll back some years.”

    Statement regarding Sean’s remarks: “That is why the process which gets us better future budget results is very important.” DUH! This sounds like the prophet who espoused “Don’t do anything today that you can put off until tomorrow!” The idea here is just let Sheriff Borders keep wasting millions and millions on unnecessary expenditures for a few more years and eventually inflation will catch up to us and pass these measly $60 some odd millions he wasting now won’t be a drop in the bucket! Problem solved! No face off required! No “nads”necessary!

    Famous last words of King George Bush the first! “Read my lips no new taxes.” I don’t recall King George saying “I despise tax increases” but I do recall him succumbing to a tax increase! This statement appears to go back to Conners comment of “inexperience” plus you can throw in a little immaturity to go along with it! This statement is clearly plain and simply act of misfeasance.

    How does this vote make you a fiscal conservative?

    “Tuesday was tough. I respect the arguments made on both sides of the issue that were born from genuine concern and not political expediency. I have great respect for Leslie and believe she truly understood the point I was trying to make. I see her side as well – honestly.”
    “That being said, I believe the definition of fiscal conservatism includes pro-capitalism, minimal taxes, efficient use of tax dollars, and a focus on the basic role of government – public safety and infrastructure. It means improving the efficiency of delivering services by finding innovative ways to do more with less. It means cutting taxes when possible. I am interested in working with the Sheriff to find ways to do more with less. One of the reasons I voted to hire Darren Gray was because he is developing a 1, 3 and 5 year budget model. The preliminary calculations showing the 3 and 5 year time frame – those were made for each Commissioner at my request. I am fully aware of the problem we face and deeply concerned. It keeps me up at night.”
    “I think both Leslie and I came at this from a fiscal conservative perspective. My approach is just different. The Sheriff is an elected official and has just as much role in this, if not more, than we do. We need him working with us in a process that will ensure real changes are made, not just to achieve an additional 1.5 million more this year. Why wasn’t this issue of process addressed in the past? Yes, the BCC approves a budget number from the Sheriff. But perhaps we drew the line in the sand a little early without having the process play out some more. Perhaps I traded 1.5 million dollars for assurance that in the next few years, process will dictate even greater results.”

    “I think there is strong evidence based on many of my most recent decisions that I am indeed fiscally conservative. Look at my leadership on the operational and efficiency audits – this started with me and my zero-based approach. I opposed the 211 funding and the roundabouts. Look at what I hope to accomplish with the CFAC.”

    Statement regarding Sean’s remarks: Sean, sorry but you can not plead insanity on this! You have had plenty of good insider information for several years now! Again plain and simple you are a Sean Parks Fiscal conservative! In 2008 you played every card you could find to win that election! Then when you lost you convinced good honest people that if they would support you for commissioner you would do the right thing for them and you wanted the job so bad you would even move your family into another district. You were right there playing the game all the way to the finish line. Trouble is when you crossed that finish line you thumbed your nose at way too many and you double crossed those who cheered your way! This is an unforgivable offense! You are not dumb; on the contrary you know exactly what you are doing! Talk is cheap! Titles are earned not self anointed! You will become a fiscal conservative if and when you grow some “nads” and start acting like one!

    On the issue of the proposed Emergency Operations Center, Commissioner Parks defends his previous vote for the project by noting the project’s budget has gone from $14 million down to $8.2 million; $4.5 million of the construction money is from state and federal grants, with $3.7 million from the penny sales tax, while none comes from general funds, bonds, or reserves. Finally, the county will save money, reduce staff, and add services because of the new facility.
    However, like so many things in government, the Emergency Operations Center will probably never come out as projected. The $3.7 million is still tax money from Lake County citizens, and if government tells you a deal that is too good to be true – it probably is. How well is all the hope, change and promises Obama made during the last campaign working out for most people now? Many believe there is no actual need for an Emergency Operations Center because of Lake County’s location away from the coast, and the ability to harden existing county owned buildings. True fiscal conservatives do not spend money unless there is a need and conservatives understand tax money and grant money is still the people’s money – it’s not free money.

    When Commissioner Parks was elected in November, our group said that we don’t expect to agree with him on every issue, but at least he will listen to others. His responses show a well thought out position, and someone who is willing to engage on issues. With that being said, this is one of the issues we don’t agree with Commissioner Parks on; but, unlike his predecessor, he is willing to have a mature dialog on the issues without castigating those with a differing point of view Citizens for Better Government, L.L.C. is not anti-Sheriff Borders or his department, as they have served the county well. However, as a close supporter of Sheriff Borders told us Friday, “He is out of touch on the public and his budget.” The people are tuned into government spending, like no other time, and they are in a very nasty mood about those who are unwilling to sacrifice like they’ve had to sacrifice over the last three years.

    Both Commissioner Parks and Sheriff Borders need to retake the pulse of their constituents on fiscal matters, because they are reading the tea leaves incorrectly. Sheriff Borders is opening himself up to a huge challenge from a competent candidate in the next election, who will say they can do more with less.

    In Lake County’s fairyland everything is beautiful in its own way! The checks are not yet bouncing, but some are still flouncing off in the wrong directions. Sarah Winchester’s fable descendant is still building and building and building! Afraid if they stop they will drop dead as Sarah of the Winchester house of California fame!

    But; Humpty Dumpty sat on the wall; Humpty Dumpty had a great fall; all the Kings horses and all the Kings men, couldn’t put Humpty together again!

    When Lake County government eventually comes apart at the seams, a lot of honest, decent, hard working, just trying to survive folks are going to be standing around gazing like the witnesses to the streaker in the old Ray Steven’s song “They call him the streak, fastest thing on two feet!”

  21. Sean is going to learn the hard way that everyone has great projects and their need is most important. That is when you say do we need this to protect the public and is it the right thing to do with tax dollars. If it only benifits a few that should be an easy no.
